There is a growing recognition of the need for transportation professionals to incorporate social equity considerations in their work. While the transit sector has made significant progress, other sectors such as asset management lag in their incorporation of social equity as a decision criterion. In this project the research team will use literature review in addition to interviews and surveys with personnel from local governments and community-based organizations to understand key concepts of social equity as operationalized by transportation departments and agencies and the current state of practice regarding how social equity is considered in transportation and related fields. We will then develop a definition of equity appropriate to the asset management context, identify existing and/or missing indicators to measure this definition of equity, and use existing multi-criteria decision making tools to propose preliminary ways of considering social equity in transportation asset management. This project is expected to produce a state-of-the-art understanding of social equity in transportation asset management and an initial framework that can be used by local governments and other agencies to consider social equity in their decision making.
